Here’s what the State Security Service, SSS, are saying about Shekau and what is going on now:
“Boko Haram has become a franchise, anybody can assume and lay claim to any name. What I know is that the original Abubakar Shekau is dead; the person claiming to be the national leader now is not the original Abubakar Shekau. If security sources tell you that somebody is dead, you don’t have to come out and doubt that.” – Ms Marilyn Ogar
Abubakar Shekau Brags of bombing Abuja, refineries and killing more Christians in a new video
Boko Haram leader Imam Abubakar Shekau has made another video appearance, daring the United States and others.He said none of the world powers could locate his whereabouts, no matter how hard they try. Besides, Shekau vowed that the sect would attack Abuja – the seat of the government and the refineries – the symbol of Nigeria’s economic power.
In a 56-minute video in which Shekau mixed Arabic, Hausa, English and Kanuri, he declared war against those he described as infidels, including Christians.

With transparency and clarity, this information should have been imparted to the whole world when it happened. So when did the 'original Shekau' die and when did the replacement took up post as the leader of boko haram. The entire transfer of information reminds one of our security apparatuses working at cross purposes, like moles in an anthill. It is most correct to assume that an arm of the security forces knew about the situation but didn't share the information with some others - which is why we only just learning about it.
Security strategies need to be more concrete and qualitative so people know what changes are there and how to measure them
