Concerned Arewa Citizens sends bill to Kano Assembly for registration of Southerners

...We’re yet to receive it, says Kano Assembly
A public bill has been sent to Kano State House of Assembly requesting it to pass it as law, asking that all Southerners residing or running businesses in the state be registered. A copy of the proposed bill, signed by Audu Bulama Bukari and Sunusi Umar Sadiq, the President and
General Secretary of a group called Concerned Arewa Citizens was made available to Weekly Trust in Kano, and it stated that it is meant to protect the state against robbery, kidnapping and other criminal acts.
The group proposed the bill to be “enforced on the 1st day of August, 2014” and to be cited as “Kano State Registration of Southerners and Allied Matters Law, 2014.” Portions of the proposed bill read: “This bill is proposed for your consideration to protect our state against drugs and human trafficking, kidnappings, baby factories, armed robbery, importation of firearms, pipeline vandalism and other terrorist activities which have become prevalent in the South.”
The proposed bill gives the meaning of ‘Southerner’ as indigene of any of the seventeen (17) states in the South that may be Abia, Anambra, Akwa Ibom, Bayelsa, Cross River, Delta, Ebonyi, Edo, Ekiti, Enugu, Imo, Lagos, Ogun, Ondo, Osun, Oyo and Rivers. Some of the bill’s recommendations include the part that says: “No Southerner wishing to enter the boundaries of the State shall be permitted to do so unless he is duly registered with the appropriate authority.” Another reads: “Any Southerner registered in accordance with the foregoing provisions shall be issued with an Identity Card…”
The Speaker of the Kano State House of Assembly, Isyaku Ali Danja, was unavailable for comment. But spokesperson of the House, Kabiru Salisu, said they are yet to receive the bill. He told Weekly Trust yesterday that a group of lawyers have indicated their interest to sponsor a public bill on the registration of Southerners resident in Kano. “Yes, a group of lawyers have intimated us about their intention to sponsor the bill but they have not yet submitted it. The legislators will first study it before anything else,” he said.
Recently in the news, the group called the Igbo Leaders of Thought disclosed that it had articulated a “security awareness programme” which the South-East Governor’s Forum could work with in order to “secure Igboland from Boko Haram insurgents”. Portion of the group’s statement posed the following question: “Why should all the police commissioners posted to the South-East Fulani/Muslims? Are there no police commissioners from the Middle-Belt, South-South or South-West that could be posted [there]?”
It also demanded that the CPs Abubakar Adamu Mohamed of Enugu, Usuman Gwari of Anambra, Maigari Dikko of Ebonyi, Abdulmajid Ali of Imo and Adamu Ibrahim of Abia should be redeployed immediately. “As we feel uncomfortable with the officers in charge of the South-East, as Boko Haram boasts of plans to attack,” another part read.
Leaders of non-indigenes in Kano under the umbrella of Ethnic Traditional Leaders Forum yesterday kicked against the calls by the two groups, saying the status quo should be maintained. In a communiqué issued at the end of an emergency meeting, they said they are in total support of the posting of non-natives as heads of security agencies in states.
The leaders, in the communiqué which was jointly signed by Eze Ndigbo of Kano, Chief Boniface Ebekwe, Oba Yoruba of Kano, Abdullahi Saliu Olowo and Fred Akhigbe among others, said unity and peaceful co-existence is good for all.
When Weekly Trust contacted for the position of the Kano State government on the issues, Commissioner of Information, Abubakar Nuhu Danburam, said he has travelled to Saudi Arabia for lesser Hajj. “I’m not in the position to comment,” he said over the phone.
However, in an interview earlier this week, Kano State Governor Rabiu Musa Kwankwaso raised alarm that President Goodluck Jonathan is plotting to be Life President by using divide-and-rule tactics.
It can be recalled that last month there was a major flap about Northerners being asked to register and carry I.D cards by Imo State authorities, a development which was put to rest after Governor Rochas Okorocha denied that was the case.
A public bill is a legislative bill affecting only a single person, group, or area and it is submitted by individuals or groups from the general public.

Jonathan Will Win In 2015 – Ambassador Bagudu Hirse,

Jonathan Will Win In 2015 – Amb Bagudu

AHEAD of 2015 Presidential election, former Minister of Foreign Affairs, Ambassador Bagudu Hirse, vowed yesterday that President Goodluck Jonathan will win the election.

According to him, the conclusion was based on what he termed the disenchantment which trailed the national convention of the All Progressives Congress, APC, adding, “when APC completed their primary, I knew Mr. President’s victory in 2015 is fait accompli.”

Speaking yesterday when members of the Mandate Group paid a courtesy call on the Political Adviser to the President, Prof Rufai Ahmed Alkali, in his office in Abuja, Bagudu who described the last convention of the APC as a hoax and a complete “mess”, stressed that the APC was already reaping the fruit of the convention because aggrieved members of the party were now defecting.

Ambassador Bagudu who assured Prof Alkali of the support of the people of Plateau state for President Jonathan, said that they will repeat the feat recorded during the 2011 presidential election in 2015, adding that Plateau state gave President Jonathan the largest number of votes in 2011 from the North Central states and the second largest in the entire North.

Also speaking, the Chancellor of the Mandate Group, Dr. Ojong Okon Eno, who noted that the group has 62 million registered members nationwide and working behind the scene since 2011 for the success of President Jonathan, however appealed to politicians to be sportsmanlike during and after election and accept the outcome of elections in good fate like the Ekiti state governor, Kayode Fayemi.

“We want what happened in Ekiti state to be institutionalized nationwide,” he said.

In his response, Prof Alkali expressed the appreciation of the government for their support for the administration of President Jonathan.

Alkali, who accepted to be member of the Mandate Group, however appealed to them to go a step further by marketing the achievement of President Jonathan and the PDP from the Ward level.

He disclosed that if every member of the Mandate group was able to get one or two people to their side, especially the hard critics, most of the jobs would have been done and advised them not to be complacent or underestimate the opposition, adding, “In war, politics and diplomacy never ever underestimate your opponent or overestimate your own ability. You have to continue to work every minute.”

Some members of the Mandate group that came for the visit are former Minister of the Federal Capital Territory, Engr Muhammed Abba-Gana; former Minister of Information, John Odey; Obadia Ando, Emmanuel Ogidi, Chief Chinedu Maduagwu, Mrs. Onyekaba Rosemary, Dr. Uche Okafor Cijeyu Ojong and Dr Iby Ofem.

ZEBRUDAYA ALIAS 4.30 GOES BACK TO SCHOOL

Chief Chika Okpalla, alias ‘Zebrudaya’ is one of the foremost Nigerian comedians, who held sway in the 1970’s and 1980’s with his group in the television show, ‘New Masquerade’. Despite modernity to television acting, he has remained active in the entertainment industry as he now acts in home video and engages in television commercials.
He is a strong believer that the much watched teledrama ‘New Masquerade’ TV show will bounce back with a great bang. He has remained in the industry in spite of the death of most of those he co-starred with in the old Masquerade programme.
Despite the temptation, he has bluntly refused to partake or feature in the current craze of producing ‘Nigerian home videos’. Rather, Chief Chika Okpalla has successfully opened and owns his private studio at Ugbene Enugu, from where he produces commercial advert copies for clients in the struggle for survival and making ends meet.
But one secret about the producer cum artist is that he has an unquenchable taste for knowledge. Though he is currently holding a Masters degree in Communication Arts from Enugu State University of Science and Technology, ESUT, he is looking forward to expanding his knowledge in other fields.
This came to the fore at last weekend matriculation ceremony of National Open University of Nigeria, NOUN, Enugu study centre on Friday, July 11,2014. Dressed perfectly on the matriculation gown in the midst of over seven hundred students that participated in the event, Chief Chika Okpalla still appeared unique with his ‘Zebrudaya’ language to the amusement of both the lecturers and other matriculating students at Enugu study centre of National Open University of Nigeria, NOUN.
Zebrudaya who felt happy that he was being admired by his fellow matriculating students simply told the Friday Magazine that age is not a barrier to education. He said he decided to use the opportunity of his base in Enugu to enrol in the institution, so as to widen his knowledge.
He disclosed that he chose to study management sciences as a way of improving on management techniques of his own establishment in the entertainment industry. He expressed optimism that he will be better packaged after the course, stating that the introduction of internet learning by NOUN is an added advantage for himself and other students because they could now revisit the lecture series on the internet..

Treason, Graft: Nyako on the run – EFCC

Following fruitless attempts to pin down and arrest impeached Adamawa State Governor, Murtala Nyako, the Federal Government appears to be under pressure to declare him wanted.

Gov. Nyako
The government wants the former Chief of Defence Staff arrested and prosecuted over alleged looting of Adamawa State treasury and treason against Nigeria.
There were clear indications last night that security agents, who have been combing Yola and Abuja for Nyako, were frustrated over their inability to trace his whereabouts fueling impression that the axed governor is on the run.
According to a competent source in Yola, Nyako’s security aides are said to have ferried him out of Yola to an undisclosed location the same day he was sacked from office.
Although, many believe that the former governor was still in Yola, other sources claim he had travelled to Saudi Arabia while some say he is in Abuja, the Federal Capital Territory.
Nyako not on the run—Aide
Nyako’s spokesman, Sajoh Ahmed said yesterday that his boss was not on the run. “Governor is not on the run. He left Yola on the same day of the impeachment. I don’t know where he is at the moment. I am now in my own house. It is wrong to say he is on the run,” he said.
The plot to arrest Nyako was hatched a few hours after Adamawa lawmakers voted for his removal from office, having mobilised the required two-third majority to sack him.
Saturday Vanguard’s investigation showed that the federal authorities were considering the option of declaring Nyako wanted as a last resort to compel him to come out and face the gamut of charges prepared against him by both the office of the Attorney General of the Federation and the Economic and Financial Crimes Commission, EFCC
The two-pronged legal onslaught against Nyako also known as Baba Mai Mangoro, which is to be unleashed by the AGF and EFCC, almost simultaneously, is expected to take off as soon as he is arrested by security agents, who have been combing Yola and Abuja for him.
The AGF, it was learnt, has been given marching orders by the Presidency to prepare charges that may send Nyako to prison for the rest of his life, if convicted.
The EFCC, on the other hand, has been busy assembling vital documents and witnesses that will enable it to nail Nyako once he is arraigned in court.
One of the top officials of the Nyako administration that might be used as a witness against him, is the man, who served for many years as the Secretary to the State Government, SSG, who has since been arrested and detained by the EFCC over the looting of the state’s funds.
A senior EFCC official told Saturday Vanguard yesterday that it was in preparation for trying Nyako that the former SSG was being detained and questioned by its operatives.
“Yes, we are keeping the SSG and he is helping us in relation to the huge sum of money that was stolen under Nyako’s leadership. We are not likely to release the man until the trial begins. We are still looking for Nyako and we know that he has gone underground but we may be forced to declare him wanted, if he proves difficult,” the source said.
The commission is also said to have arrested some other officials, who served under Nyako and transferred them to Abuja in preparation for the legal battle to retrieve the state funds.
The North-East Regional Manager of a third generation bank, who reportedly granted a loan of N43 billion to the Nyako government without approval by the Security and Exchange Commission, SEC, and other relevant agencies, is said to have been detained by the anti-graft agency.
The EFCC is grilling the bank official on why he allowed the state governor and his officials to draw from a loan that was not approved by the relevant agencies of government, accusing him of aiding and abetting fraud.

Resource Control: Asari Dokubo Threatens Northerners We Cant Sustain You Anymore !

Nigeria: Dancing on the Brink - nigeria-dancing-on-the-brinkResource Control: Asari Dokubo Threatens Northerners
Published on July 17, 2014 by admin pmnews

Leader of the Niger Delta Peoples Volunteer Force, NDPVF, Mujahid Asari Dokubo, Thursday morning declared that the Niger-Delta part of Nigeria can no longer sustain the north, which he called barren.

A recent statistics circulating on the internet shows that a major part of the north has no contribution to the nation’s federation account and Dokubo said he would mobilise to shut down Nigeria if the Niger-Delta region is not granted full control of its resources.

In a statement signed by Comrade Rex Emojite Anighoro, for Dokubo and the group, the self-acclaimed freedom fighter called Nigeria “a luciferian contraption of convenience dubiously crafted to criminally sustain the parasitic and predatory expansionist and supremacist Gambari North.”

Declaring that it is no longer business as usual, he stressed: “may it be known to all our representatives both at the National Conference and the National Assembly who continually compromise the interest of the Niger-Delta region that they would be declared persona non grata in the region and their sins visited on them in their own life time. They would be treated as enemies of the region as the profanity of Esau can no longer be tolerated.”

He said events of the past weeks at the National Conference, Abuja, Nigeria’s Federal Capital, seem to have given credence, beyond reasonable doubts, to his argument “that this Lugardian edifice is indeed a mistake of 1914 that is beyond redemption and ought now to be deconstructed.

“Indeed, the lie of an illusional and nonexistent unity of Nigeria has been glued and nourished at the monumental expense of the South with specific mention of the Niger Delta.

“This is a hypocritical reality that must be dismantled, while we have continually shown an unneedful accommodation, bending our backs to a breaking point in the sustenance of a barren and impotent Gambari North, the putrifying odour of their arrogance in ignorance in their dementia-thought patterns as the owners of our God given commonwealth calls for the immediate revocation of the further show of our charity.

“While we have given a very difficult and unexpected support to the National Conference in the hope that it may help salvage and rework a defective foundation of a union consummated in an illicit wedlock, we have been vindicated that we are not rabble rousing incurable separatist and war mongers.

“Our call for a Sovereign National Conference to discuss our collective terms of our existence at the table of brotherhood has thoroughly enjoyed the contempt and abuse of a people irrevocably determined to suffocate and confiscate our commonwealth and non-extinguished sovereignty.

“Let us state very emphatically that irrespective of the final determination of the National Conference, our minimum expectation and demand as a people is and remains 100 percent control of our resources or nothing.

“Yes, the National Conference can go on and propose even one hundred states, agree to rehabilitate and develop areas ravaged by insurgency and internal conflicts, agree to develop solid minerals resources and whatever, but let it be known that not a dime of the resources of the people of the Niger Delta should be factored into this oddious compromise.”

Dokubo said the current situation in the country now calls for a definitive moment to demand the abolition of “the sustenance of the barren states of Nigeria with the resources of the Niger-Delta in the name of monthly allocations amongst others.

“We hereby equivocate that going back to the creeks may be inevitably preferable rather than allow for the wealth of our people be used to develop or rehabilitate a parasitic, barren yet ignorantly arrogant Gambari North.

“We are fully ready to mobilise our people from across the Niger Delta and even in diaspora to stand up for definite showdowns and direct actions.

“The Gambari North must no longer be sustained at our expense, our God given resources belong to us and not Nigeria. The end of Lugard’s Nigeria is Now!”

Republican Congressman’s Press Secretary Arrested For Carrying Unlicensed Gun On Capitol Hill

Ryan Shucard 2
Ryan Shucard, the press secretary for Rep. Tom Marino (R-PA),was arrested Friday morning by Capitol Police for carrying an unlicensed firearm. Shucard was detained by security while entering the Cannon House Office Building on Capitol Hill as security found a 9mm handgun and magazine on Shucard. Apparently, Shucard does not have a license for the handgun and has been charged with a felony count of carrying without a license.
Other than security and law enforcement, firearms are prohibited on Capitol Hill. This is a well-known policy, one that you’d think a Congressman’s press secretary would know. Any time you enter a building on the Hill you have to go through a routine search. It is mind boggling that a staffer would think he can merely walk into a Congressional building with a handgun and clip and just be allowed to go about his business.

However, maybe he was just listening to the rhetoric of his boss and the NRA lobbyists that keep Rep. Marino in line. Marino currently holds an ‘A’ rating with the NRA. In January 2013, just weeks after the Sandy Hook shooting, Marino complained about a gun show being postponed in his district due to sensitivity over assault rifles.

Bamanga Tukur’s Son In Race To Succeed Nyako In Adamawa State

Adamawa: Tukur’s Son In Race To Succeed Nyako .

Hon. Awwal Tukur, son of former national chairman of the Peoples Democratic Party (PDP), Alhaji Bamanga Tukur, is in the race to succeed Vice Admiral Murtala Nyako as governor of Adamawa State, party sources have informed TheCable.

The former member of the house or representatives, who maintains a low public profile, is going to face a formidable challenge for the party’s ticket with former military administrator of Lagos State, Brig-General Mohamed Marwa, who is also in the race.

Mr. Markus Gindiri, a popular politician in the state, is preparing to give the governorship another shot, having tried unsuccessfully in 2011 on the platform of the Action Congress of Nigeria (ACN).

Ambassador James Shaibu Barka, former speaker of the Adamawa State house of assembly and former acting governor of the state, is also expected to contest.

Another likely candidate is Idi Hong, former minister of state for health and protege of former education minister, Professor Jibril Aminu.

However, the battle for the ticket is likely going to be a straight fight between Tukur and Marwa because of local political dynamics.

Tukur’s ambition has been controversial because of the role of his father. This was a factor in his ouster as PDP chairman as well as the eventual impeachment of Nyako.

While the older Tukur was rooting for his son, Nyako was rooting for his own heir, Abdul-Aziz, and both fathers sought to control the machinery of the state PDP in order to actualise their personal plans.

Tukur, using his power as national chairman, dissolved the state party exco led by Nyako’s ally, Minjiyawa Kugama. Nyako later defected to the All Progressives Congress (APC) after teaming up with anti-Tukur forces in the PDP.

As PDP chairman, Tukur always defended his son’s governorship ambition, telling the media at a time: “He was in politics before I became the chairman. He was in the house of representatives before I became the chairman. I leave my son to be what he wants to be. I cheer him up if he is looking for leadership, why not.

“My job as chairman of the party is not to promote any individual or stop any individual from expressing his desire. I have already told my party members and my God that I want to lead this party based on equity and justice and fair play. And I said, there should be no imposition. So let the members of the party decide whom they want as their leader at every level; that is where I stand.

“Whoever they want should be their leader. I am not interested if he is my son or she is my daughter. If you are my son or my daughter so what? Those who are governors, are they not sons of some individuals? If they are daughters, are they from the tree? They are sons and daughters of some persons. If he says he wants to be governor, I will clap for him.” Awwal, 47, holds an LL.B (Hons) from the University of Birmingham and was called to bar in 1988. The governorship election will hold latest October 15, 2014 in accordance with constitutional requirement.

Nigeria Must Not Split – US Consul General

Nigeria Must Not Split – US Consul General
Published on July 18, 2014 by pmnews

In spite of all the religious and cultural differences in the country and the killings by Boko Haram Islamist sect particularly in the Northeast, Nigerians should unite and build a stronger country rather than split, the United States Consul General in Lagos, Jeffrey Hawkins, said on Thursday.

Hawkins, who spoke at his residence in Ikoyi area of Lagos, western Nigeria, during the Iftar buffet dinner with Muslim and Christians scholars, said what brings Nigerians together is stronger than what may seek to divide them.

Asked if Nigeria should split because of religious and cultural differences between the North and the South, Hawkins said there are a lot of commonalities that bring Nigerians together.

“When you watch the World Cup, when you’re sitting with Nigerians watching Nigeria play France, I don’t think there’s a lot of Christians and Muslims, I don’t think there’s a lot of north-south, I think there are only Nigerians,” he said.

“I think rather than deconstruct something that can be really great, (the solution is) to move Nigerians to build something that can be really great. I don’t think disruption is the answer. I think building up is the answer.”

Hawkins said claims by Boko Haram leaders that they are fighting for religion is false. He said by killing innocent Muslims and Christians in the name of religion, the terrorist sect is representing a twisted version of Islam.

“If as they claim, they’re struggling in the name of Islam, in the name of religion, it’s a very twisted version of Islam, a very twisted version of religion. And killing fellow Muslims and killing fellow Christians, that isn’t religious at all,” Hawkins said.

He said Ramadan to him represents empathy and an opportunity for Muslims to experience depravation and suffering and also to understand suffering in the world.

Dr. Ahmad Sa’eid, a surgeon at the Lagos State University Hospital, LASUTH, and a Muslim, who delivered a brief sermon before the break of fast, said the terrorists are not Muslims and are not representing Islam.

He said Ramadan is a great experience as it teaches religious tolerance, generosity and abstinence. He called on Muslims and Christians to accommodate one another.

Chukwunonso Ume-Ezeoke, a lawyer, who delivered a speech at the event, called on Nigerian politicians to take religion away from politics. She said Nigeria is a secular state and advised Nigerians to choose leaders based on their track records and performance, rather than religion or ethnicity.
